Engine seems to be flooding

I have an 83 Z28 which I just put a new crate motor into. Its got a holley 600 CFM carb on it with a 14 inch diameter 2.3 inch high K&N air filter on it. When the engine is cold it starts perfect, when it has just been turned off it also starts perfect. But when the engine sits for a few minutes it floods out. I've messed with the choke repeatedly but I don't think that's what it is. I'm wondering if the air cleaner is causing it to flood out, but with that K&N on it I don't think thats it.

Try noah yet. Bible say so. Heh heh heh heh. Just kidding. Answer me this before I diagnose. How u know it is flooding?

I'm pretty sure I was wrong, I think I was starving it for gas instead of flooding it. Stupid tach was off by a mile. I had it idling too low, I hooked up a dwell meter and set it on tach and then upped the RPM's by 100 and after shutting it down for a while it fired right back up like it should. Hopefully I got it right this time.
