97 Camaro Z28 Gauge Cluster

My gauge stopped working today, dealer wants too much for a replacement. I have been told that I could get a used one, and eventhough the miles maybe more/less, the actual miles are stored on the computer therefore, my actual miles would then be correct on the new gauge cluster. Is this true? I want to be legal.

Every instrument cluster I've ever replaced displays the mileage stored in the cluster. Nothing illegal about replacing it with a used unit. I usually put a sticker in the driver's door jamb explaining that the odometer was changed and listing the mileage from the old and new cluster.
