1996 Chevy Camaro Hard to Steer when backing up or parking

My Camaro is hard to steer when backing up or parking? It sometimes seems hard to steer when beginning from a complete stop?

It has a new transmission
It has a new alternator
It has new brakes and clutch

Remove the old oil from pump and fill with new oil. Also possible the pump is a little worn out. Steering pump. Trans -alt and clutch have nothing to do with steering. Only steer pump or rack n pinion. Good luck
