I have a holley street avenger 870 cfm carburator with an electric choke on my 396 engine. When I first start it (when it's cold) the engine will increase in rpms until I tap the throttle then it will level off at the normal high idle rpm and stay there until I tap the throttle again then it idles at normal. Is there an adjustment that can be made that stop the increase in rpms when the engine is first started.

No, as the engine is warming up, it is getting better at burning the fuel.
When you tap on the pedal, there is a lever with steps on it that move down slowly, until it gets all the way down when the engine is at normal temp.

There is a "cold idle set screw" that can be adjusted if it's idleing too high from the get go.
