Does a replacement fuel pump have to go back into the tank or can it be inlined under the hood?

The fuel keeps the fuel pump cooled down, it must be installed in the tank. You could bypass old pump and use externally mounted one but would be much more trouble running new lines and doing that than just dropping fuel tank and replacing original
