1996 Chevy Astro No Spark

At the coil there is 12 volts but no spark coming out of the coil wire. Replaced the coil still same problem, replaced the distributor with new; still same problem. Could it be the PCM? Or something else? Is there a way to test the PCM if so how

No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, distributor pick-up coil, ignition control module, cam and crank sensors- Note: If it doesn't apply disregard it
