Replacing ignition, how to remove lower cover from the steering wheel?

Unable to get lower cover from steering wheel.

Hi,

If the upper cover is removed, it should come off. Did you remove all screws that hold it in place? I attached a pic below. Take a look at it and let me know if that is what your column looks like and if all screws are removed.
