My car was barely having power, so I parked it for 3 months so I had it parked in some grass, and I decided I was going to crank it up. So, I cranked it up and 2 minutes later I smelled something burning and I turned off my car and I opened the hood, and my catalytic converter was glowing red, but my car never stalled and it’s making a putt sound every time I gassed it up.

Hello, the Catalytic Converter has melted down and restricting the exhaust, don't drive it like that. It will need to be replaced, and the cause of the failure taking care of, Will post info on why they fail as well. Catalytic Converters fail due to misfiring cylinders and rich running conditions. When cylinders misfire unburned fuel and oxygen exit the cylinder and overheat the Converter, pretty much overwhelm the converter and this causes it to melt down, block off the exhaust pipe and that's why it was glowing red. These conditions are dangerous, they can cause a fire, engine damage such as burned exhaust valves, melt wiring going to the oxygen sensors. All kinds of bad things. Once they melt down it will start to break apart inside and sections of it will get caught up in the rest of the exhaust piping.
But finding out the cause of the failure is important because the new one once installed will fail prematurely as well. The noise you are hearing is the exhaust back pressure trying to escape wherever it can. This will ruin gaskets; I have even seen it melt a plastic intake manifold before.

This is not a Hybrid, is it? And can you look at the tag on the underside of the hood or near the radiator that shows the vehicle information? It should say if it is Federal emissions standards or California emissions standards.
Has the check engine light been one as well?
