Weeks ago I had a fuel pump put in. It was a kind of a cheap fuel pump of the site carparts. Com. So I had a guy who works on cars on the side put it in. Car started and was running fine but still was smelling gas real bad and when it reaches a half of tank and only a half of tank and down it hesitates and gets worse and shuts off the farther down it goes. Now I know what your thinking its the fuel filter well I changed that and it is still doing the same thing. But when I tried to start it yesterday it will not catch at all now. Tested the wire to the fuel pump not getting any power to it.

It sounds as thought you either have a gas leak if what you smell is raw gas or a really rich fuel mixture if what you smell is burnt gas.
Then the stalling could be due to the fuel pump or the leak.
But as for the no voltage on the fuel pump wire. Have you found the fuel pump relay and if so, have you tried a new relay?
Here is the wiring diagram, Check the fuse too in the dash left side.
If this has a fuel pressure regulator, I suppose a busted diaphragm would account for both the gas smell and the stalling out. Remove the vacuum hose from the regulator and see if gas is in the vacuum line, if so the diaphragm is busted and it is sucking raw gas into the intake manifold. The fuel pressure regulator is located in the fuel return line between the injector and the fuel tank.
