Car will not start after engine work was done

Car cranks after re-lining the engine block. Replaced rings, gasket and heater plugs, but will not start.

Hello,

Lets start by checking the timing of the camshaft and crankshaft. This can be done by doing a simple compression test or checking the timing marks
