Code p00CA, engine will not crank?

I had code p00CA, I changed the fuel rail fuel pressure sensor then tried starting the car, but it would just keep turning over and would not start, waited a minute and then tried again when I pushed the start button, it did nothing at all not even turn over. I did not see the security light come on. The battery is brand new and is fully charged. Any suggestions on what I should do? I just replaced the ECM and was programmed by a GM dealer, could the ECM have gone bad again?
