Car will not start will not roll when shifted out of park to tow

Car makes no attempt to start when I had a tow truck come shifted to neutral and it will not roll acts like it does not shift out of park. Checked the shift cable it does move and gear indicator moves. But car will not move or start.

If the cable and indicator are moving then have someone go outside an dhave an assistant see if cable may be broken andnot moving shifter on trans. You may have a broken cable. If not it may have broken inside trans which will need to come apart.
