Car cranks and will start occasionally. Usually in warm weather it will start. When the weather is cold then it usually will not start. The problem is the spark plugs are not receiving the pulsating signal. Anyone have any suggestions on how to correct this?

This sounds like a crank sensor issue.

Here is a video on no start conditions which talks about the crank sensor as well:

Next is a guide that talks about the issues with crank sensors.

Unfortunately, there is no one issue that will cause this but the fact that temp seems to affect it and you are not getting spark, this is what I would start with.
