Drives fine until about 60 miles than starts to stall and lose power won't go faster than 60. Will gradually start decreasing then surges back up to 60 but will not go over that speed. Goes fine driving in town.

Good morning,

I would start by having the fuel pressure tested. You may have a weak fuel pump not supplying enough pressure to keep up the engine load.

Another possibility is a clogged cat converter not allowing the engine to breathe correctly. You need to have the back pressure tested for excessive back pressure.
