Try cleaning throttle plate on both sides and iac hole with choke cleaner then check fuel pressure with a gauge auto parts rent it.

There is no codes, I have replaced spark plugs, wires, the 2 - Ignition coils
replace the EGR valve control solenoid, PCV hose, the DPFE
the fast idle solenoid, the TSP sensor, clean the MAF sensor.
I found out was that went I disconnect the TSP wires it did not have the surge.
Yes the engine light came on but no surge. The car has power, just that surge
at 30-35 and cruising speed I can feel the surge. I will check the fuel pressure and
go from there. The car starts good and idles good (smooth ) the car has 118,030 miles
the fuel filter was changed in September 2015
I will clean throttle plate which I think was done when the fuel filter was install.

I checked the fuel pressure. Key on engine off was 40 psi, drop to 36 psi in couple of seconds then creep up to 40 psi. Engine running pressure is 31 psi, I think I will change the fuel fliter and go from there.

Your fuel pressure is low should be 35-45 psi it seems ok with engine off but running it's to low

I went to Ford dealer shop and they said the pressure, that I told them which was engine off was 40-psi then drop to 36 psi and hold there was good, and running was 31psi they said it was good. They said crown victorias, engine running is 30-45 psi, key on engine off is 35-40 psi they show me the 95 crown victoria book on fuel system service and thats what it said in the book. They said I was not fighting fuel that it was air. They told me to change my MAF sensor. I will let you know ifthis will fix my car or not I have orderd new MAF sensor, sensor will come in Monday February 8

Ken, Thank you for the link of more information of engine surging.
I went there and read the articles and I have done all but the trans oil change which was on my list to do and change the spark plugs with different ones the ones in the car are new but I am changing them with motorcraft. Thanks I will let you know what happens. I have change the MAF sensor with no luck. The only thing to do is the trans oil change, spark plugs, fuel pump, fuel filter and then I will be out of ideas.

If there are no codes no sensors need to be replaced. I cannot think of anything else that would cause this other than torque converter clutch slipping in and out due to a faulty switch. Have a trans guy look at it other than that I have no other suggestions/comments

I don't want to jump the gun here but I think the surging has stop, I will drive the car for
couple of days and let you know what I done. The car thinks it's a high class car!

I replace the spark plugs with motorcraft SP-413 AGSF32N ( NICKEL )
and that made the surge stop. I want to thank you for the ideas
