Unable to program new transponder keys

I replaced the lock cylinder because I only had one key that was stolen. Locksmith came and fixed the timing in the ignition so it now cranks but wont start. Upon trying to program the new transponder keys his scan tool said communication problem. So I bought a new battery put it in checked all fuses under hood and inside cab and none were faulty. I don't know what to do now and it will be towed if I don't move it.

We have a couple different issues going on here. To start let's address trying to program the key. I am attaching the process from the manual. Do you have a key that is already programmed? Meaning was he able to program any of them? If not, then we are not going to be able to figure this out until we get a scan tool that can communicate with the vehicle. This may just be his scan tool so we need to use another one and find out if it can communicate.

If not, we come to our last issue of just getting it moved. You can unhook the shift cable from the transmission and manually move the shifter on the side of the transmission to put it in neutral. This way you can at least push it so that we can get it in a position to figure out the scan tool communication issue.
