Cant fill my tank without having issues

When filling up, the pump shuts off after about a quarter of a gallon. And most of the time some of the gas shoots out of the filler tube by the nozzle

Check to see if the vent hose is blocked or kinked it's the small hose by filler tube hose

What am I looking for? I notice that the return line thing, at the top of the bend on the filler neck, on the inside of the filler neck the piece has an aluminum looking cap that looks like its blocking the flow of gasoline

There are no kinks or major bends. It is clipped to the filler neck. I have blown air through it. Not compressed air, but by mouth

That is kind of a anti roll over device so the tank won't leak fuel when car rolls. If there are no kinks of hard bends then try blowing through it to see if it 's clear other than that I have no idea what to tell you on this. You cold try moving air through the vent not the filler and see what you have.
