Cannot set idleing

When put the car in gear or turn the air conditioner on the idle goes up and down until the car quits. When I put the transmission in natural it goes up and down, but stays running as long as air conditioner is off. I replaced the throttle body twice and the o2 sensor.

Scan for codes and check for a vacuum leak, clean throttle plate on both sides and iac hole with choke cleaner. Also check for air leaks between air cleaner and throttle body
