1997 Cadillac STS Engine Idle

My vehicle's idle will increase as I drive the car. If I shut off and restart car it will fix the issue temporarily, but start to increase again. The car has gone over 3000 rpm. Car runs and performs fine besides this problem, except heater blower seems to have quit also around same time

Hi:
Check the fuses for the blower motor. Let me know if they are good. Also, the engine sounds like it could be a Throttle position sensor (TPS) or the Idle Air Control valve (IAC) I recommend that you have the computer scanned at a nationally recognized parts store. Most will do it for free, and it may identify the problem.

Let me know what you find in both cases.
