1990 Cadillac Seville Steering column assembly

I am trying to reassemble a steering column on my 1990 Cadillac Seville. I purchased a used column, from a local salvage yard. The components within the column were in good condition. I had to disassemble the column in order to replace the ignition lock cylinder, because the was not a key available. After I replaced the lock cylinder, I am not able to get the retaining plate to compress down, far enough for me to install the C-clip. (The silver one that holds the retaining plate, which compresses the spring. I am very sorry, I am not able to pay for an answer, I will certainly remember anyone that's willing to understand my situation? I have tried to use the tool, suggested in all of the maintenance repair manuals, to compress the plate. However it will only compress it down to about a 1/16th of an inch from clearing the slot, that the C-Clip is suppose to seat into.

If it is a telescopic column, do you have a means of locking the telescoping portion, it may not be allowing the tool enough travel. There is usually an allen set screw, a special service tool, that screws in and locks the upper shaft in place, and it can be adjusted to allow the tool adequate travel.

Is this a telescopic column? I was certain that all Sevilles in this era had it. Is that the problem? If you have the slide lever to release and lock the telescoping feature, and you removed that lever, that set screw goes in the upper steering shaft that the disc the lever was bolted to, was removed from. If it is not a telescoping column, then grasp the lock plate compressor, and pull up firmly while wiggling. Sometimes on a tilt column, the shaft can drop down a little below the upper bearing seat, and cause the lock plate not to compress fully. It also has to do with that little 3-4 fingered spacer that the spring seats against. The fingers should all be inside the outer ring of the bearing race.
