87 Cadillac high idle

87 Cadillac idle high when started and will only decrease if brake pedal is pressed. ISC extracts out causing high idle but will not retract. Getting error code 27.

4.1. Did find one or the leads broken in connector, but also need to know how to test ISC throw program would also be appreciated
