2001 Cadillac Deville nose when starting

When I start my car there is a motor in front of diveres side front wheel that makes a loud skreaching sound for about a minute or two. It look just like a fan motor and has a hose going to it what is this motor for why the noise

it aids with emissions, water from condensation happens in it and freezes, but prob just the bearing in it
