1999 Cadillac Deville Starter Disabled Wait Three Minutes

When I try to start it. I get a message that says Starter Disabled Wait Three Minutes. I wait but always says the same. Any help is aprerciated. Thanks. Pp

More than likely you have a fault with the ignition lock cylinder. It has wires that connect to it and run down to the base of the column. These wires break over time, at the cylinder. You can check with an ohmmeter with the connector disconnected at the base of the column. The wires are the two small white wires that exit an orange conduit. The resistance should be the same as the key pellet, in all ranges of the ignition switch-off, run, start, and accessory.
