1996 Cadillac Deville doesnt like to start

I have a 1996 Cadillac Deville with 115K miles. When I start the car sometimes it turns over but does not start. I have to give it gas to get it going. Once the car is started I do not have any problems. I have never changed the fuel filter, and figured this is where I would start. Do you guys agree, or is there something else you would recommend?

Need to ck it for a tune up, is the check engine lite on? ( And pushing on the gas petal doesnt give it gas, its fuel injected) tune up due at 100k miles, needs good plugs not bosch

I replaced the spark plugs at 90K with factory default delcos. The engine runs fine once its started. I understand its fuel injected, but it definetly gets gas when I push the pedal while turning it over. When I try to start it is turning over, but the rpms are below the normal 600-650. If I give quick small press on the pedal it starts, and then idles 600-650. Could the fuel injector just be clogged? I would think either fuel injector, filter, cadillic converter, or fuel pump would all have issue once engine is running not just at start. However something is definetly causing this.

If any of that stuff was a prob it would be a prob driving it also, what was done on your tune up?
