MY CADILLAC DEVILLE WILL NOT START I HAVE REPLACED THE STARTER AND THE BATTERY. COULD IT BE THE FUEL PUMP?

It could be the fuel pump if it is cranking and not starting. You can tell if it is a fuel problem if you spray starter fluid in the throttle, crank it and it fires but dies shortly after. This does not necessarily mean a pump is bad, but there is a probability. If it is not cranking, you have other issues preventing the starter from engaging.
