1989 Cadillac Deville Wont Pass Tennessee Emissions

My 1989 Cadiilac will not pass emissons of the state of tn. The emisson sheet says that the HC and C02 levels are too high. I just bought the car it has been setting in a parking lot since Nov of 2008. I need to know what I need to go to get it to pass. Thanks

There is no one word answer. It could be as small as fuel diluted oil, and an oil change will make the difference. Without knowing the states standards, and what the vehicle is emitting, we don't know the severity. If the vehicle runs fine, and there are no known symptoms, a catalytic converter may get you through.
