1989 Cadillac Deville anti-lock & brake

My brakes are hard to mash, the car does not stop. My antilock&brake light is on. The brake pads are against the rotors, they are not releasing. I have checked the fluid, its full. Whats going on?

Scan for codes, off and warmer on the heater/ac controls, probally a bad abs unit, the valves are stuck
