ac will not blow through the dash vents only below dash on your feet. We had it checked and the guy said it wasn't suppose to but it should I think

Unless you are selecting full heat, it should blow through other than the floor vents. In max cold setting, it should most definately blow out dash vents. You could possibly have a vacuum leak in the engine compartment, or under the dash. You could also have a faulty A/C programmer.
