I've gotten quotes from 4 auto repair places for changing the transmission fluid. One is about $40 less than the others. The person I spoke to at this place said they don't "pump out all of the transmission fluid", but they replace the filter and the pan. Is this a good deal or will this lead to problems?

When they say that it means they are just dropping the pan and replacing what is in the pan and filter with new fluid. There is still a LOT of dirty fluid left in the tranny and torque converter that will get mixed right back into the new filter as soon as you drive. Some people like the pan drop and others like the complete flush. Honestly I would go with the flush but ultimately it is your decision.
