2001 Buick Regal LS whining sound?

Recently when I am driving and I come to a coasting slow down it sounds like something is winding down.I dont really know how to explain it. It is only when I speed up then I just let off the gas and the car slows down. Anyone have any idea what it could be? I just got my tires replaced about 3 weeks ago and this noise just came about like 3 or 4 days ago. Any help would be appreciated.I deliver pizzas so this car is a must have for my job please help

I pm'd you. I had similar problem. Mechanic said it needed Hub Assembly. Tires were close to locking up. Very dangerous. Cost about $800. Please get this checked. I have exact same car model and year.
