1999 Buick Regal no start/no OBD connection

Computer problem
1999 Buick Regal 6 cyl Front Wheel Drive Automatic 200k+ miles

99 buick regal 3.8 supercharged high milage. Car would die while driving, after several attemps would start and run for a while then stall agian. Got it home it will not even crank now and when I hook up my scanner to the obd port I get power but it fails to connect to the computer. Could this be caused by the pass key system? Just a guess. I really need help.

Make sure the battery fully charged
with key in and in on position
what do you have for light s
do you have a security light on or blinking
and if so suspect the pass system
also do you have check engine light on
you should if not check fuses

New battery and all fuses checked all lights are on in the dash. I have the key switch out of the socket but I have not disconnected the wires what do I check for?

Basically if with key on and or trying to start security light on or blinking its you pass system at fault
you tube is full of video on how you can bypass it
