1994 Buick Regal engine overheating

My daughter reports the engine overheats. I changed leaking hose, thermostat and radiator cap. It ran cool for me, but I never saw the fan come on. Still overheating for her. I suspect the fan isn't running, but don't know location of the relay and/or fuse? Thanks!

Cooling fan relays are located on fuse/relay block #1, in the engine compartment (forward of right front strut tower). Also check fuses #16 and 17 in the passenger-side underhood electrical center.
