1991 Buick Regal Fuel pump or filter

My Buick Regal stopped running the other morning. It was the coldest day of the year. Also my son ran it out of gas. He replaced fuel, but it started and only lasted one block and quit. Tried it again, and same thing. Now, it sounds like it wants to start, but doesn't. A local machanic said it sounded like we need a new fuel pump. Could it be the filter? And, where is the fuel pump and filter located?

The fuel pump is in the gas tank. First of all you need to find out if in fact you dont have fuel pressure then check for voltage at the gray wire at the fuel tank. If there is power at the gray wire and no fuel pressure then you need to replace the fuel pump.

The fuel filter is underneath the car midway on the passenger side in front of the gas tank
