1986 Buick Regal windsheld wiper

I have a 1986 buick regal and my winsheld wipers wont move but when I turn thm on a sound comes from the windsheld motor like thr trying to work?

At the base of the windsheld is the cowl. Under the cowl is the linkage for the wipers. Open the hood and remove the screws holding the cowl in place, remove the cowl, and then turn the wipers on to see if the motor is the problem or the linkage is disconnected or damaged.
