My car surges it never stalls or tries to die, I just have to give it less or more gas to get it to smooth out. It has never set a code. It first started surging between 50-60mph only when I was going up a slight incline, now it surges at just about all speeds even on level ground. Sometime it will run just fine and when I have have the speed set at 70MPH it never seems to have a problem.

It could be your Throttle Position Sensor. They won't always give an error code when not working properly. The part is around $50 at a dealer and $20+ on Ebay. It might be worth a shot if you're in to the 'part gambling' thing. Just make sure it's installed right, if you do it yourself, or your engine will idle way too high and not function right.
