1997 BUICK PARK AVENUE A/C FILTER CHANGE?

On our 1997 Buick Park Avenue VIN: 1G4CW52K5V4623942

How exactly do I remove, clean or change, the A/C filter mentioned in the owner's manual that is located " near the accelerator pedal" on our Park Avenue?

The air is coming out of the upper windshield vents fine, but doesn't come out of the mid or floor vents. I can hear the air blowing, but it just isn't getting out.

I suspect the filter is plugged up because it has never been changed. I can't recall our Buick dealer mechanics ever saying anything about changing it, even though we have had the car in for A/C work before. Thanks!

Since posting I have learned that it is called the " in-cabin" A/C filter.
