1998 Buick Century both cooling not working

I have check the relay, fuse, the fan it selfs, and they all checked it okay. The temp indicator on dash board works fine. But none of the fans will come on when I turnned on the car, not even when the engine gets hot.

They work only when temp get hot
and need to cool off
so if its not overheating I would say its OK for k now
