1997 Buick Century Harmonic Balnceer Removal

I have a '97 Buick Centure 3100 motor, I need to remove the harmonic balancer, when I turn the bolt, the crankshaft turns, and I cant get it loose, I'm wondering the best way to loosen the belt, some people say impact wrench, others say to wedge a bar bolted on to the balancer to get it to stop spinning then looser the bolt, others say wedge a breaker bar while on the bolt to the frame and try to start the car a little, and it will loosen the belt, so please let me know what you think, I dont want to damage the crank, thanks

the idea of putting a breaker bar on it and bumping the starter, if you don, t have access to a high dollar impact. Is the most effective. I use this when air is not an option.
