Brake pedal goes almost to the floor in normal braking

Replaced all brake components including the master cylinder and bled all M/C and brakes. Brake pedal goes almost to the floor in normal braking, but when doing a panic stop the pedal goes to the floor and total braking power is not achieved. Don't know if it's the Brake Pressure Modulator Valve or the Electronic Brake control Module, and no warning indicators light up on the dash.

We see this a lot and you can try using a power bleeder to fix it and if that doesn't then a mechanic will have to use a scanner to open all valves on abs unit to bleed system and that normally takes care of it.
