Brake pedal goes to the floor when car is on

The other day my brakes went out as I was going downhill then when I backed up they worked again. I was told it might be the brake cylinder. My friend put in a new brake cylinder from O'Reilly's and now it is doing the same thing again. What could be wrong? I get pull push and pull when the car is off but when it is on I get nothing but to the floor.

Are you certain there are no leaks? When you say brake cylinder, are you referring to the Master Cylinder or a wheel brake cylinder? Was the system properly bled?
