The over-sized ones are used if you strip the threads in the caliper mount (fairly common problem). If the standard ones still have good threads you do not need the larger ones. But they do allow you to get the vehicle back together faster.
I do not like the over-sized ones myself because as they cut new threads as you install them, which means it is possible to get them threaded crooked. My SOP in the case of stripped threads is to install a thread insert (9mmX1.25). That allows you to use the factory size and the threads are now stronger than the factory threads as well.
