Could a busted cruise control actuator cause the engine not to start on a 1987 528e

Probably not. A stuck relay or bad spark plug wires or cap/rotor or a broken off tab on the flex plate for the cylinder identification sensor could keep the engine from starting, check for spark and fuel and repost.♥
