Blazer will not start?

I ran out of gas last week and when I put gas in it, it still wouldn't start. So, I replaced the starter because all it was doing was making a whining noise. And now it tries to start but it won't turn over. I put plugs wires and a starter in it. I just changed the oil and put a new oil filter in it. tries to start now but won't turn over I think it needs a distributor which I have I just haven't put in the fuel pump sounds like it's running but I don't know why it won't start. I've been told distributor, fuel pump, battery, the relay switch or that it possibly jumped timing. I don't know where to start.

Okay, if the starter only whines and the engine doesn't rotate you need to use a wrench and see if you can rotate it by hand. It sounds like it may be locked up for some reason. Also remove the starter to be sure it isn't binding.

Yes, it is a good idea to make sure the engine rotates. I would check for spark, and then use starting fluid to see if that makes a difference. Please go over these two videos to help you:
