Car makes a whistling/chirping sound

My husband thinks its the harmonic balancer, but I think it might be the serpentine belt.

This sounds like you could have a bearing going out on either an idler pulley or a bearing on one of the components that the drive belt drives. A good way to determine this is to start your vehicle and open the hood and then listen and determine where the sound is coming from.
