1993 Questions for all other cars car wont start

Car failed to start, cleaned plugs and fired first time, next time failed to start again, wont turn over, have changed plugs and tested battery,
willl now turn once but not even close to firing.

Hi there,

Charge battery & remove spark plugs, are plugs fouled with fuel? Will engine crank with no compression? If no crank, check battery terminals are clean & tight, if ok, have starter checked, Start there
