A/C not blowing air out?

When I turn the A/C on high it doesn't blow high speed level of air out. It feels cold but it's very little pushing air out. The same thing happens when I turn the heat on. I've changed the air filter and the blower motor does turn on and it does spin. And it is just the front vents not the back ones.

Yep, this happens when the mode actuator goes out, here is how to change it out and I have included a guide to go over as well:
