Blows cold air when driving and blows hot air when stopped. Also, I can see smoke or steam coming from vent smells bad also.

Is it s sweet smell coming from the vents? Also have you checked to make sure your air conditioner condenser fan is working correctly?

No, I have not honestly I would not even know where to look. Lol. It is not sweet smell more musty nasty smell. The heater blows hot on passenger side not so hot on drivers and windows fog over when you use heater instantly every time.

Look up under dash for wet spots you could have a heater core leaks sounds like it. Also the air conditioner condenser is in front of the radiator closest to the grill. When you open the hood the electric fan is right there for the air conditioner condenser. With the air conditioner on see if that fan turns on at some point.
