Under normal circumstances, when A/C is turned on, a relay would be activated to supply battery voltage to the A/C compressor clutch. This power supply also goes to the cooling fan relays which would turn them on.
If you have to wait for the cooling fans to start working before the A/C compressor magnetic clutch works, there is a fault with the wiring circuit and a faulty relay could be the cause. The system works with more than one relays and you would need to start with checking those. If wiring circuit have been modified, then you would need to have them restored to original.
