Where is the relay for the air condenser fan?

It doesn't have one. That fan is directly controlled by the TIPM with no other items involved. If you can apply battery voltage to the fan and it works, it's likely the control circuit in the TIPM has failed. It's basically a small relay mounted to the circuit board inside. Not a repairable part.
