Blows hot drivers' side cold passenger side bought a 4-pack kit to replace all
They have different part numbers but look the same. Are they specific to location?

Nope, I believe they are all the same. Here is a guide to help you change the blend door actuators out to help fix the problem. The guide shows the location of each and tells what they are:
